Submit a batch of partner decisions

Accepts a batch of decisions from a partner and, for each one accepted, queues a background job that writes the decision onto the application and continues it along its workflow. The response only confirms a row was queued; whether continuing the application actually succeeded is not reported back here. Rows are independent. A duplicate app_id in the same call, an unknown application, or a malformed row is rejected on its own. A repeat of a decision that was already applied is rejected with decision already applied only after the application has left the step it was on when that decision was applied. While the application is still on that step, the same decision is accepted and queued again.

This is the partner's decision for the application, up to 64 characters. It is stored on the application and used to continue the application's workflow; a given tenant's workflow defines which decision values actually move the application forward.

Optional extra key/value pairs to store on the application alongside the decision; the set of keys depends on the caller. Each key is stored as partner_<key>. Keys must be lowercase letters, digits, or underscores, 1-64 characters, and the key decision is reserved.
