Revert an application to a tab

Moves an application back to an earlier (or any other) tab of its product's application form, so the applicant re-enters that tab the next time they open the application. tab must be the exact label of a tab that is currently published on the application's product form; an unpublished or renamed draft tab is not a valid target. Reverting sets the stored stage integer to 0. GET /application/{id} returns stage as a label, so that read shows "Processing".
